A wave of approved road projects — led by a new 12-kilometre South Ring Road and a major Jimbaran underpass — is set to transform access to Bali's hottest clifftop region. For property investors, this is exactly the kind of catalyst that moves the map. Here is what is being built, when, and what it means for value.

The Problem: Bukit Gridlock

Uluwatu's explosive growth has left a single congested artery feeding the whole peninsula. Severe traffic around the Jimbaran entry point chokes access for residents, guests and the steady stream of tourists heading to the cliffs. It is the one thing holding back an otherwise world-class destination — and the new roads target it directly.

The South Ring Road

The centrepiece is a new ~12 km South Ring Road linking Uluwatu and Jimbaran through West Bukit, running from the Pecatu and Suluban area to Jalan Raya Karang Mas in Jimbaran. Construction is scheduled for 2026–2027. By creating a second route into and around the Bukit, it should dramatically ease the bottleneck and unlock currently hard-to-reach pockets of land.

The Jimbaran Underpass & Bypasses

Alongside it, an IDR 350 billion (~$22M) underpass at the Jimbaran McDonald's intersection — approved in 2025, construction expected around late 2026 — will strategically connect Ngurah Rai Airport, Uluwatu and Nusa Dua. New bypasses near GWK Cultural Park, Goa Gong and Melasti are also planned to streamline access to Uluwatu's luxury clifftop villas, and parts of the wider South-West Ring Road project are targeted for completion by the end of 2026.

The investor's rule: infrastructure precedes appreciation. In Bali, land near new roads, airports and access points has repeatedly jumped in value once connectivity arrives. The time to position is before the asphalt is laid — not after the prices have already caught up.

What It Means for Property

Better access does three things to Uluwatu values. It shortens travel times from the airport, widening the pool of guests and tenants. It unlocks land that was previously too awkward to reach, bringing new supply but also new demand. And it reinforces Uluwatu's premium status as a year-round, world-class surf and lifestyle destination. The clifftop scarcity that already makes Uluwatu Bali's #1 investment zone only becomes more valuable when it is easier to reach.
